C.J., certifying: The voting of the Supreme Court Justices on the issue of the constitutionality of Section 12(F) of Republic Act No. 6132 standing at five (5) votes in favor of constitutionality and five (5) votes against, the constitutionality of the section is deemed upheld in conformity with Section 10, Article VIII of the Constitution in force.
