LEONEN, J.:
I present no objections to the dismissal of the Motion for Reconsideration that on the ground the issues raised have been addressed by this court. I maintain, however, that the Petitions should have been p dismissed in view of the enactment of Ordinance No. 8283 amending Ordinance No. 8187. I also maintain that this court should not interfere with policy decisions of the Sangguniang Panlungsod of Manila.
