[ Memorandum Order No. 467, March 17, 1998 ]
PROVIDING FOR THE ORGANIZATIONAL STRUCTURE AND COMMITTEES OF THE NATIONAL ORGANIZING COMMITTEE TO TAKE CHARGE OF THE CELEBRATION OF THE CENTENNIAL OF PHILIPPINE INDEPENDENCE
Pursuant to Section 1 of Administrative Order No. 368 (dated 17 November 1997) which created a National Organizing Committee to take charge of the celebration of the centennial of Philippine Independence, the composition of the NOC is hereby expanded to include the Presidential Consultant for Police Affairs.
Likewise, pursuant to Section 2 of said AO, an Executive Committee is hereby created hereinafter referred to as the EXCOM to oversee and manage the overall day-to-day operations of the NOC. The EXCOM shall be chaired by the Executive Director of the National Centennial Commission and Co-chaired by the Presidential Consultant on Police Affairs (PCPA), with the following agencies/offices as members: Department of Public Works and Highways (DPWH), Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM), and, Department of Tourism (DOT), Presidential Management Staff (PMS), Protocol Office and Philippine Information Agency (PIA).
To ensure effective coordination and determination of responsibilities and accountabilities, five (5) sub-committees are likewise created to assist the NOC in the implementation of its various activities for 1998. These are:
a. The Sub-Committee on Strategic Services (Sub Com-SS), which shall attend to the following requirements: security, traffic routings and management, health and safety, transportation and communications, emergency assistance/evacuation plans.
The Sub Com-SS shall be chaired by the PCPA, with the following as members: AFP, DOTC, MMDA, DPWH, DOE, PNP, DOH, DOJ.
b. Sub-Committee on Operations, Programs and Participation (Sub Com-OPP), which shall attend to the following concerns: Grand Parade, other activities (e.g. 100 Days Countdown, June 12, Program, Kawit Program, Flag-raising at Kalookan, Nationwide Flag-raising, 100 Stars, Centennial Regatta, Baile ng Bayan, Inauguration of Bridges and Sculptures, Exhibits, Centennial Balikbayan Ball, Sale of the Century, Centennial Food Festival, Firework Festival, Asalto).
The Sub Com-OPP shall be chaired by NCC and co-chaired by DOT, with the following as members: NHI, NCCA, DFA, DILG, CCP, DPWH, NPDC, DAR/SRC, DTI, DOST, DA, DENR, DECS, DSWD, DOLE, Leagues of Local Governments and Private Sector Representatives.
c. The Sub-Committee on Infrastructure and Physical Preparations (Sub Com-IPP) which shall attend to the following requirements: venues, audio-visual facilities/equipment, renovations/repairs/repaintings (as necessary), utilities, cleanliness/greening of premises, installation of emergency/first aid centers.
The Sub Com-IPP shall be chaired by DPWH, with the following as members: DILG, DOT (NPDC), CCP, MMDA.1aшphi1
d. The Sub-Committee on Budget and Finance (Sub Com-BF), which shall attend to the following concerns: budget requirements, fund sourcing and mobilization, cash flow management, fund releases.
The Sub Com-BF shall be chaired by DBM, with the following as members: NCC, DOF, DTI, NEDA, SSS, GSIS and a private sector representative to be chosen by the Sub Com-BF Chairman from among NOC private sector members.
e. Sub-Committee on Media and Information Plan (Sub Com-MIP) which shall attend to the following requirements: define centennial theme, formulate messages on centennial (domestic and international), oversee/coordinate communication program, determine vehicles for delivering messages).
The Sub Com-MIP shall be chaired by OPS/PIA, with the following as members: NCC, DOT, CCP, DECS, DILG, Private Sector Representative.
The NCC shall provide overall administrative and technical secretariat support to the NOC and the Executive Committee. The Deputy Executive Director of NCC shall concurrently also serve as the Secretary General of the NOC and the EXCOM. Secretariat support to the Sub-Committees shall be provided by the concerned chairpersons.
This Order takes effect immediately.
