CREATING A TASK FORCE TO PREPARE THE IMPLEMENTING DETAILS FOR THE ORGANIZATION OF THE DEPARTMENT OF LOCAL GOVERNMENT AND COMMUNITY DEVELOPMENT.
WHEREAS,the Department of Local Government and Community Development is one of several Departments created by Presidential Decree No. 1 dated 24 September 1972, pursuant to which Letter of Implementation No. 7 dated November 1, 1972, has been issued;
WHEREAS,the implementation of the agrarian reform program requires the active support of the Bureau of Cooperatives Development under the said Department, Presidential Decree No. 27 dated 21 October 1972 having provided membership in a cooperative as a necessary prerequisite before any title to land is granted to a tenant farmer-beneficiary;
WHEREAS,the government Reorganization Plan stipulates that all Departments shall be fully operational within sixty, (60) days after the issuance by the President of the Letter of Implementation corresponding thereto;
WHEREFORE, consistent with the foregoing, there is hereby created a Task Force to prepare the needed implementing details for the organization of the Department of Local Government and Community Development, as follows:

All personnel named above who are connected with agencies that are being merged into the Department of Local Government and Community Development are hereby detailed to said Department for the duration of the work to be done, and are hereby directed to report to Undersecretary Orlando J. Sacay of the Department of Local Government and Community Development who shall coordinate the sub-groups of this Task Force.
Those mentioned above who are connected with agencies not being merged with the Department of Local Government and Community Development are hereby detailed to the Department for duration of this work.1aшphi1
Logistical, administrative and clerical support shall be provided by the Presidential Arm on Community Development and the Cooperative Administration Office.
The report of the Task Force shall be submitted to this Office not later than 15 January 1973.
