[ Memorandum Circular No. 1254, March 7, 1983 ]

In line with the policy of the State to develop and uplift economically depressed areas in all regions of the country to ensure political stability, and pursuant to Executive Order No. 852 which provides for effective coordination between national development and security operations, Ticao Island, Masbate, a depressed and politically unstable area, has been chosen as a tri-sectoral development pilot project.

To achieve the above-mentioned goal, a task force is hereby created to be known as the Ticao Island Development Task Force (TIDETAF) which shall be composed of the following:

Regional Action Officer, Kilusang Kabuhayan. at Kaunlaran, Ministry of Human Settlements CHAIRMAN
Heads, Provincial Government Agencies MEMBERS
Regional Directors, Ministry of Social Services and Development, Ministry of Local Government, Ministry of Natural Resources, National Food Authority, Ministry of Public Works and Highways, Ministry of Agriculture, and Ministry of Education, Culture and Sports MEMBERS
Municipal Mayors of Monreal, San Jacinto, San Fernando and Batuan MEMBERS
Representatives of the Religious, Youth, Civic and Private Sectors MEMBERS

TIDETAF shall perform the following functions:

1. To formulate plans and programs for Ticao Island and supervise the implementation of such development plans and programs;

2. To coordinate with all agencies involved and recommend possible courses of action to effectively implement the programs;

3. To submit monthly status reports to the Office of the President.

TIDETAF may call on other agencies whenever it deems necessary to fully implement its programs and projects.1aшphi1
