[ Memorandum Circular No. 1029, January 9, 1978 ]

AUTHORIZING ATTENDANCE IN THE REGION-BASED TRAINING PROGRAM BUDGET MANAGEMENT.

The Association of Government Accounts of the Philippines (AGAP), the Philippine Association for Government Budget Administration, Inc. (PAGBA), and the Financial Management Executives in Government, Inc. (FIMEG), is hereby authorized to conduct a region-based training program on budget management, in coordination with Ateneo Graduate School of Business, under the following conditions:

(1) A committee composed of one representative each from the Budget Commission, the Civil Service Commission, the Ateneo Graduate School of Business and the three (3) associations shall monitor the progress of the program and developer appropriate recommendations for its continuation.

(2) Each participant shall be required to prepare and submit a workable plan of action to help improve current budget management practices. The plans shall processed, summarized and submitted by the Ateneo Graduate School of Business for submission to the Budget Commission and the Civil Service Commission.1aшphi1

(3) Management of the program should be continuously improved based on feedback from each finished batch. The Budget Commission may require the postponement or cancellation of any session whenever it is deemed necessary to do so as a result of any unfavorable circumstances, e.g., possible conflict with another budget management activity or unfavorable feedback from any finished session.

(4) Participation shall be limited to division chiefs and above for Regions IV and IV-A and to officers in charge of the budget and accounting staffs in other regions.

(5) That four (4) classes shall be given in Regions I, III, IV, and IV-A, and VIII, with number of participants per class not exceeding fifty (50).

The attendance of participants, preferably members of the sponsoring organizations, to the said training program is likewise authorized on official time with reasonable expenses for transportation, and a training fee of not more than ?650.00 when the venue is at the Ateneo Building, Salcedo Village, Makati, Metro Manila, and ?950.00 outside Metro Manila, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127, series of 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to the Memorandum Circular No. 593 of this Office dated August 8, 1972. It is understood that participants residing within the Metro Manila area for Region IV and within the site of the training for other areas shall be entitled to training fees only.

The participant shall submit to their respective office heads a complete report on their attendance or participation in the training program on prescribed under Memorandum Circular No. 987 dated June 10, 1977, furnishing this Office a copy thereof.1aшphi1
