REPUBLIC ACT No. 11348
An Act Establishing a Campus of the Polytechnic University of the Philippines (PUP) in the City of San Juan, Metro Manila, to be Known as the PUP-San Juan Campus, and Appropriating Funds Therefor
Be it enacted by the Senate and House of Representatives of the Philippine Congress assembled:
Section 1. This Act shall be known as the "PUP-San Juan Campus Act".
Section 2. There is hereby established a campus of the Polytechnic University of the Philippines (PUP) in the City of San Juan, Metro Manila, to be known as the PUP-San Juan Campus.
Section 3. The PUP-San Juan Campus shall provide short-term technical courses, undergraduate and graduate studies within its areas of competency and specialization, and as the Board of Regents may deem necessary to carry out its objectives, respond to the human resource development needs of San Juan City and the National Capital Region.
The PUP-San Juan Campus is also mandated to undertake research and extension services and provide progressive leadership in its areas of specialization, including the offering of graduate degrees under the PUP Open University System.
Section 4. The University shall have the general powers of a corporation set forth in Batas Pambansa Blg. 68, as amended, otherwise known as "The Corporation Code of the Philippines". The exercise of its corporate powers shall be vested exclusively in the Board of Regents and the President of the University.
Section 5. The University Campus shall provide a scholarship program and other affirmative action programs to assist poor but deserving students who qualify for admission to the University.
No student shall be denied admission to the University Campus by reason of gender, religion, cultural or community affiliation or ethnic origin.1âшphi1
Section 6. The University Campus shall enjoy academic freedom and institutional autonomy, pursuant to paragraph 2, Section 5 of Article XIV of the Constitution.
Section 7. On or before the fifteenth (15th) day of the second month after the opening of the regular class each year, the Board shall file with both Houses of Congress a detailed report on the progress, conditions and needs of the PUP-San Juan Campus.
Section 8. The amount necessary to carry out the provisions of this Act shall be included in the annual General Appropriations Act.
Section 9. In coordination with the PUP and within a period of one hundred twenty (120) days after the approval of this Act, the PUP-San Juan Campus shall accomplish the following:
(a) Submit a five (5)-year development plan, including its program budget to the Commission on Higher Education (CHED), for appropriate recommendation to the Department of Budget and Management;
(b) Undergo a management audit in cooperation with the CHED; and
(c) Set up its organizational, administrative as well as academic structure, including the appointment or designation of the University Campus key officials.
Section 10. The provisions of Republic Act No. 8292, otherwise known as the "Higher Education Modernization Act of 1997" shall form as an integral part of this Act and together shall serve as the governing charter of the University.
Section 11. All other powers, functions, privileges, responsibilities and limitations under existing laws shall be deemed granted to or imposed upon the University and its officials, whenever appropriate.
Section 12. All laws, presidential decrees, executive orders, rules and regulations contrary to or inconsistent with the provisions of this Act are hereby repealed or modified accordingly.
Section 13. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

This Act was passed by the House of Representatives as House Bill No. 8845 on January 29, 2019 and adopted by the Senate of the Philippines as an amendment to Senate Bill No. 884 on May 21, 2019.
