REPUBLIC ACT No. 10689
AN ACT DECLARING AUGUST 9 AS NATIONAL INDIGENOUS PEOPLES DAY AND MANDATING THE MEANINGFUL OBSERVANCE THEREOF
Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:
SECTION 1. It is hereby declared a policy of the government to advance the rights and collective well-being of indigenous peoples through the annual observance of the National Indigenous Peoples Day in the Philippines.
SECTION 2. The National Indigenous Peoples Day in the Philippines shall be observed on August 9 of each year and is hereby declared a special working holiday.
SECTION 3. The National Commission on Indigenous Peoples shall promulgate the rules and regulations for the meaningful observance of the National Indigenous Peoples Day.
SECTION 4. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.1âwphi1

This Act which originated in the House of Representatives was passed by the House of Representatives and the Senate on May 26, 2014 and July 28, 2015, respectively.
