AN ACT SEPARATING THE ROMBLON COLLEGE OF FISHERIES AND FORESTRY - SAN AGUSTIN ANNEX IN THE MUNICIPALITY OF SAN AGUSTIN, PROVINCE OF ROMBLON, FROM THE ROMBLON COLLEGE OF FISHERIES AND FORESTRY IN THE MUNICIPALITY OF SAN ANDRES, ROMBLON, AND CONVERTING THE SAME INTO AN INDEPENDENT COLLEGE OF SCIENCE AND FISHERIES TECHNOLOGY TO BE KNOWN AS THE ROMBLON COLLEGE OF SCIENCE AND FISHERIES TECHNOLOGY, AND APPROPRIATI NG FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. The Romblon College of Fisheries and Forestry - San Agustin Annex in the Municipality of San Agustin, Province of Romblon, is hereby separated from the Romblon College of Fisheries and Forestry in the Municipality of San Andres, Romblon, and converted to an independent college of science and fisheries technology, to be known as the Romblon College of Science and Fisheries Technology, hereinafter referred to as the College.1aшphi1
Section 2. The College, which shall be under the direct supervision of the chairperson of the Commission on Higher Education, shall primarily provide professional instruction in science and fisheries technology, as well as short-term vocational and technical courses and allied non-degree skills training programs, in addition to the four-year secondary education course.
Section 3. The chairperson of the Commission on Higher Education (CHED) shall formulate the staffing pattern of the College, appoint its officials and employees subject to civil service rules and regulations, and promulgate the necessary rules and regulations to carry out the provisions of this Act.
Section 4. In order to have a smooth integration and transition, the head of the Romblon College of Fisheries and Forestry - San Agustin Annex, the chairperson of the CHED, and the representative from the Department of Education, Culture and Sports (DECS) shall constitute a transition body to prepare the plans, processes and procedures for the integration of the school into a polytechnic college: Provided, That the work of the transition body shall be finished within six (6) months from the approval of this Act.
Section 5. All existing appropriations, assets and liabilities, and personnel of the Romblon College of Fisheries and Forestry -San Agustin Annex are hereby transferred to the College.
Section 6. The amount necessary for the implementation of this Act shall be charged against the current year's appropriations of the Romblon College. of Fisheries and Forestry - San Agustin Annex. Thereafter, such sums as may be necessary for its operation, and maintenance shall be included in the annual General Appropriations Act.
Fees and charges, including government subsidies and other income generated by the College shall constitute special trust funds and shall be deposited in any authorized government depository bank, and all interests that shall accrue therefrom shall form part of the same funds for the use of the College.
The income generated by the College may, at their discretion, be disbursed for the professional growth and development, health, welfare and other similar benefits of the faculty members and personnel, for extension and student welfare expenses so that the flexibility on use of income shall be focused on faculty, personnel improvement and student welfare activities, and for expenses necessary for the attainment of its purposes under this Act.
Section 7. The CHED shall prescribe the curriculum and issue such rules and regulations as may be necessary for the effective implementation of this Act.
Section 8. This Act shall take effect upon its approval.

This Act which originated in the House of Representatives was finally passed by the House of Representatives and the Senate on February 8, 1995 and February 2, 1995, respectively.
