REPUBLIC ACT No. 5088

An Act Converting Eulogio Rodriguez Vocational High School into the Eulogio Rodriguez Memorial School of Arts and Trades and Amending for This Purpose Certain Sections of Republic Act Numbered Four Thousand Seventy-Two, Entitled "An Act Providing for the Establishment of a Vocational Technical Department of the Eulogio Rodriguez Vocational High School in the City of Manila

Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1. Eulogio Rodriguez Vocational High School in the City of Manila is hereby converted into a school of arts and trades to be known as the Eulogio Rodriguez Memorial School of Arts and Trades.

Section 2. Section one of Republic Act Numbered Four thousand seventy-two is hereby amended to read as follows:

"Sec. 1. The school is hereby authorized to offer technical education courses and such other opportunity courses essential to meet the needs of Manila and other metropolitan area."

Section 3. Section two of the same Act is hereby amended to read as follows:

"Sec. 2. The Eulogio Rodriguez Memorial School of Arts and Trades shall be headed by a superintendent of arts and trades whose salary shall be the same amount as that of the superintendent in a first class city. The present head of the school shall become its first superintendent and the assistant principal shall become the head of the technical education department. Thereafter, the superintendent shall be appointed by the Secretary of Education upon the recommendation of the Director of Vocational Education. The head of the technical education department, together with the other personnel of this department, shall be appointed by the Director of Vocational Education upon the recommendation of its superintendent subject to existing rules and regulations."

Section 4. Section three of the same Act is hereby amended to read as follows:

"Sec. 3. The head of the technical education department shall receive not less than eight thousand four hundred pesos per annum and each technical instructor shall receive not less than four thousand eight hundred pesos per annum."

Section 5. Section four of the same Act is hereby amended to read as follows:

"Sec. 4. The school registrar and other needed staff personnel in said office shall be appointed by the Director of Vocational Education upon the recommendation of the superintendent and their salaries shall be paid out of national funds."

Section 6. Section five of the same Act is hereby amended to read as follows:

"Sec. 5. The operation and maintenance of the technical education department shall be financed by the National Government. The organization of the technical education department shall follow the same staffing pattern as the existing school of arts and trades offering similar curricula."

Section 7. Section six of the same Act is hereby amended to read as follows:

"Sec. 6. The operation and maintenance of the secondary department of the school, including its day and evening secondary school departments, but excluding the technical education department, shall continue to be financed by the Government of the City of Manila. The present teachers and other personnel of Rodriguez Vocational High School shall continue in the same capacity under the secondary department of the school of arts and trades.1avvphi1 The secondary department shall have a principal and an assistant principal who shall be appointed by the Director of Vocational Education upon the recommendation of the superintendent of the school."

Section 8. Section seven of the same Act is hereby amended to read as follows:

"Sec. 7. Provincial students may be enrolled in the said technical education department of the school after all qualified resident applicants in the City of Manila shall have been admitted."

Section 9. There is hereby inserted between Sections seven and eight of the same Act two new sections to be indicated as Section seven-A and Section seven-B to read as follows:

"Sec. 7-A. The Secretary of Education is hereby empowered to locate and acquire or cause to be located and acquired an additional school site for the establishment of the technical education department of the Eulogio Rodriguez Memorial School of Arts and Trades which may be public or private land situated within the City of Manila."

"Sec. 7-B. The Director of Vocational Education with the approval of the Secretary of Education shall issue such rules and regulations as may be necessary to carry out the purposes of this Act."

Section 10. Section eight of the same Act is hereby amended to read as follows:

"Sec. 8. The sum of five hundred thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the operation and maintenance of the technical education department of the Eulogio Rodriguez Memorial School of Arts and Trades during the fiscal year nineteen hundred sixty-six. Thereafter, such sums as may be necessary for its operation and maintenance shall be included in the annual General Appropriations Act."

Section 11. This Act shall take effect upon its approval.
