REPUBLIC ACT No. 4317
An Act Establishing a School for Philippine Craftsmen in Malinao, Aklan, and Authorizing the Appropriation of Funds Therefor
Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:
Section 1. There is hereby established a school for Philippine craftsmen in the Municipality of Malinao, Province of Aklan, for the promotion of home and small industries, under the supervision and administration of the Home Industries Division, Bureau of Vocational Education.
Section 2. Subject to the approval of the Secretary of Education, the Director of Vocational Education is hereby authorized to organize the curricular instruction in said school which shall include the secondary home industries curriculum and opportunity classes for the exploitation and fabrication of indigenous raw materials in Aklan into well designed standardized handcrafted articles, and to issue rules and regulations necessary to carry out the purpose of this Act.
The principal function of the school shall be to train out-of-school youths and adults in skills, production, marketing and cooperative education; it shall undertake studies in the processing, strengthening, and utilization of Philippine indigenous materials, and researches in industrial designing, standardization and packaging of fabricated articles for domestic and foreign markets. Students shall be allowed to earn in commercial production to pay partly for their expenses in education.
Section 3. The school is hereby authorized to accept endowments, donations, or contributions from provincial and municipal governments, civic spirited citizens, agencies and entities for the improvement and expansion of its services.
Section 4. The sum of three hundred thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the establishment, operation, and maintenance of said school, the amount to include the cost of acquiring a school site and construction of needed buildings. A reasonable portion of its operational funds shall be set aside for extension training in the different localities of the province.1âшphi1 Thereafter, the necessary funds for its operation and improvement of educational facilities shall be included in the annual General Appropriations Act.
Section 5. This Act shall take effect upon its approval.
