REPUBLIC ACT No. 4220
An Act to Establish a National Agricultural High School in the Municipality of Rosario, Province of La Union, and Authorizing the Appropriation of Funds Therefor
Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:
Section 1. There shall be established in the Municipality of Rosario, Province of La Union, a national agricultural high school.
Section 2. For the purpose of establishing the aforementioned national agricultural high school, one hundred fifty hectares of the Puson Hacienda in the southern part of Rosario, La Union, is hereby authorized to be expropriated by the national government at a price set by the Appraisal Committee of the Province of La Union.
Section 3. The Director of Vocational Education, subject to the approval of the Secretary of Education, is hereby authorized to establish and organize said agricultural high school to implement Sections one and two of this Act.
Section 4. For the purpose of giving training in food preservation and canning and for the purpose of instructing the students in mechanical farming including the giving of instruction on farm mechanics to enable the students to be efficient in the repair of farm machineries, the government must provide this school with the necessary farm machineries and necessary tools for the repair of the same, either from the Japanese reparations or from other available sources.
Section 5. The sum of six hundred thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the acquisition of the land herein required for the school site, for the construction of the necessary school buildings, and for its operation and maintenance for the fiscal year ending June thirty, nineteen hundred and sixty-six. Thereafter, the sum of two hundred thousand pesos is likewise authorized to be appropriated every fiscal year for its operation and maintenance, which sum shall be included in the annual General Appropriations Act.
Section 6. Any proceeds of the products produced by the school shall be used for the improvement of said school provided that this amount shall not be included in the annual appropriation of said school but to be considered as a special fund to be disbursed by the head of the school upon approval of the Secretary of Education.
Section 7. This Act shall take effect upon its approval.
