[ REPUBLIC ACT No. 1427, June 14, 1956 ]

AN ACT APPROPRIATING FUNDS TO CARRY OUT THE PURPOSES OF THE JOSE RIZAL NATIONAL CENTENNIAL COMMISSION CREATED BY EXECUTIVE ORDER NUMBERED FIFTY-TWO, DATED AUGUST TEN, NINETEEN HUNDRED AND FIFTY-FOUR.

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. The sum of two million pesos is hereby appropriated out of the general funds in the National Treasury, not otherwise appropriated, to be treated as a revolving fund for the celebration of the First Centenary of the birth of Jose Rizal, including the payment of salaries of personnel, traveling expenses of the same, purchase of equipment, publication of the unexpurgated works of Jose Rizal and such work of others about him as are considered necessary in the proper understanding of the meaning of his life and labors, and other sundry expenses: Provided, That the amount shall be disbursed as follows: Six hundred thousand during the fiscal year 1956-1957; Four hundred thousand during the fiscal year 1957-1958; Five hundred thousand during the fiscal year 1958-1959; and Five hundred thousand during the fiscal year 1959-1960: Provided, further, That the overhead expenses in any given year shall not exceed twelve per centum of the appropriation for that year.

Section 2. The Commission shall undertake the construction of a National Cultural Shrine to be dedicated to Jose Rizal, such shrine to consist of a national theater, a national museum and a national library to be erected preferably at a single site. All existing and applicable laws, executive orders, plans, projects and appropriations for a national theater, a national museum and a national library are hereby amended so that the said theater, museum and library shall become parts of the National Cultural Shrine herein provided, under the jurisdiction of the Commission. This provision shall be without prejudice to the construction of other memorials dedicated to Jose Rizal.

The Commission is hereby authorized and directed to organize and undertake a national fund campaign for the purpose of raising funds from private sources, in order to afford the people an opportunity to participate in financing the construction of the shrine and other memorials herein provided for.

Section 3. The books and the publications, stamps, medals etc. issued or published by the Commission shall be sold without profit to the public, and the proceeds therefrom shall be made immediately available to the Commission for which it was created and organized until the termination of its work.

Section 4. The Commission which shall be composed of:

Five other persons who shall be renowned Rizalists to be selected by the above-mentioned officials from the cultural; education and civic organizations of the country shall render an annual report of its activities and accomplishments to the Congress fifteen days before the opening of the regular session. .......................... Section 5. Said sum is to be placed at the disposal of the Jose Rizal National Centennial Commission created by Executive Order Numbered Fifty-two, on August ten, nineteen hundred and fifty-four. Such sum as may not be expended after the dissolution of the Commission and upon completion of its work shall be reverted to the National Treasury.

Section 6. This Act shall take effect upon its approval.1a⍵⍴h!1
