REPUBLIC ACT No. 1384
An Act Adopting Mr. Ray Higgins as Son of the Philippines, and Conferring Upon Him All the Rights, Privileges and Prerogatives of Philippine Citizenship
Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:
WHEREAS, Mr. Ray Higgins, an American resident in the Philippines, as volunteer Chairman of the National Blood Donor Recruitment Committee of the Philippine National Red Cross, and Chairman of the Board of Directors of the Philippine Eyebank for Sight Restoration, Inc., has saved more lives and has contributed more to the promotion of health in the Philippines than most citizens thereof: Now, therefore,
Section 1. Mr. Ray Higgins, an American resident in the Philippines, is hereby adopted as son of the Philippines and conferred all the rights, privileges and prerogatives of Philippine citizenship.
Section 2. This Act shall take effect upon its approval.
