PRESIDENTIAL DECREE No. 1110
AMENDING REPUBLIC ACT NO. 3680 OTHERWISE KNOWN AS THE ACT CONVERTING THE PRESENT PHILIPPINE NAUTICAL SCHOOL INTO THE PHILIPPINE MERCHANT MARINE ACADEMY
WHEREAS, Presidential Decree No. 474 tasks upon the Maritime Industry Authority the establishment of a system of maintaining and developing a reservoir of trained manpower to meet the current and future needs of the maritime industry;
WHEREAS, in the furtherance thereof, it seeks to upgrade the present capabilities of maritime educational and training institutions and programs in the Philippines, to supply shipping and shipyard manpower needs;
WHEREAS, the Philippine Merchant Marine Academy is one of the major institutions which aims to produce efficient and well trained merchant marine officers who can favorably compare with marine officers of progressive maritime countries;
WHEREAS, said institution is placed under the administrative supervision of the Authority;
WHEREAS, there is a need to effect a change in the present composition of the governing body of the said institution by providing, among others, for a more active, positive and effective participation therein on the part of the Authority.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippine, by virtue of the power vested in me by the Constitution, do hereby order and decree the following as part of the law of the land:
Section 1. Section 4 of Republic Act No. 3680 is hereby amended to read as follows:
"Sec. 4. The Government of said Academy is hereby vested in the Philippine Merchant Marine Academy Board which shall be composed of the following: the Administrator of the Maritime Industry Authority who shall be ex-officio Chairman of the Board, with a representative of the Philippine Navy, the Chairman of the Board of Marine Inquiry, the Chairman of the Board of Marine Examination for Deck Officers, the Chairman of the Board of Marine Examination for Marine Engineers, the President of the United Harbor Pilots Association of the Philippines, the President of the Filipino Shipowners Association, the Executive Director of the National Seamen Board, and the Superintendent of the Academy, as members.
Member of the Philippine Merchant Marine Academy Board shall serve without compensation, other than actual and necessary expenses incurred either in attendance upon meetings of the Board or upon official business authorized by a resolution of the Board."
Section 2. All provisions of existing laws, decrees, orders, rules and regulations, or parts thereof, in conflict or inconsistent herewith, are hereby repealed or modified accordingly.
Section 3. This Decree shall take effect immediately.
