PRESIDENTIAL DECREE No. 99 January 15, 1973
PROVIDING FOR MINIMUM COMPENSATION FOR HOUSEHOLD HELPERS
I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, do hereby decree:
Section 1. Thirty days after the Secretary of Labor has promulgated the implementing rules and regulations, the minimum compensation for household and domestic helpers shall be at the rate of not less than:
1. Sixty pesos a month for house helpers in Manila, Quezon City, Pasay City and Caloocan City, and the municipalities of Makati, San Juan, Mandaluyong, Muntinlupa, Navotas, Malabon, Parañaque, Las Piñas, Pasig and Marikina, in the Province of Rizal.
2. Forty five pesos a month for house helpers in the other chartered cities and first class municipalities.
3. Thirty pesos a month for house helpers in other municipalities.
Section 2. Any house helper who before the promulgation of this Decree is already receiving a compensation higher than that prescribed herein, shall not suffer any diminution of compensation.
Section 3. The minimum compensation provided in this Decree shall be in addition to the house helper's lodging food and medical attendance.
Section 4. The Secretary of Labor shall promulgate rules and regulations for the effective implementation of this Act not later than 30 days from the promulgation of this decree.
Section 5. Any person who shall violate this Act shall, upon conviction, be subject to a fine of not less than two hundred pesos and not more than one thousand pesos, or upon second conviction, to imprisonment of not less than fifteen days to not more than three months, in the discretion of the court.
