AN ACT APPROPRIATING THE SUM OF FIVE MILLION PESOS TO ENABLE THE NATIONAL HOUSING COMMISSION TO RESUME ITS FUNCTIONS.

Be it enacted by the Senate and House of Representatives in Congress assembled:

Section 1. In order to enable the National Housing Commission created by Commonwealth Act Numbered Six hundred and forty-eight to accomplish its purposes and objects as set forth in the said Act, there is appropriated out of any funds in the National Treasury not otherwise appropriated the sum of five million pesos: Provided, however, That said sum shall not be released for expenditure by the said Commission except upon order of the President of the Philippines who, in his discretion, may require that release of the said amount be in full or in installments; And provided further, That the funds herein appropriated shall not be released unless and until the Secretary of Finance and the Auditor General shall have certified to the President that there are existing and available funds in the National Treasury in excess of the sums appropriated in the General Appropriation Law for the fiscal year ending June 30, 1946, and the priority appropriations established by law.ℒαwρhi৷

Section 2. This Act shall take effect upon its approval.
