AN ACT TO AMEND SECTIONS ONE, TWO, AND THREE OF ACT NUMBERED TWENTY-SEVEN HUNDRED AND FIFTY-EIGHT, ENTITLED "AN ACT PROVIDING FOR THE ESTABLISHMENT OF STOCK HERDS AND FARMS FOR THE SAME, APPROPRIATES FUNDS THEREFOR, AND FOR OTHER PURPOSES," AS AMENDED BY ACT NUMBERED THIRTY-SIX HUNDRED AND THIRTY-TWO, AND TO ALSO AMEND SECTION FOUR OF THE LATTER AMENDATORY ACT, SO AS TO EXTEND THE OPERATION OF SAID ACTS NOT ONLY TO BREEDING STATIONS AND SLAUGHTERHOUSES, BUT ALSO TO EXPERIMENTS AND RESEARCHES ON THE MANUFACTURE, PRESERVATION AND UTILIZATION OF ANIMAL PRODUCTS.
Be it enacted by the National Assembly of the Philippines:
Section 1. Section one of Act Numbered Twenty-seven hundred and fifty-eight, entitled "An Act providing for the establishment of stock herds and farms for the same, appropriate funds therefor, and for other purposes", as amended by Act Numbered Thirty-six hundred and thirty- two, is hereby further amended to read as follows:
"Section 1. For the purpose of promoting the breeding and propagation of large cattle and other domestic animals in the Islands and of furnishing the same to the public on economical terms for improved breeding, agricultural work or for consumption, and in order to encourage the local production, manufacture, preservation and utilization of animal products, the Secretary of Agriculture arid Commerce, through the Director of Animal Industry, is hereby authorized to establish, equip, operate and maintain breeding stations, slaughterhouses and stock herds and farms for the same in such places as may be deemed appropriate therefor and beneficial to the industry; to conduct experiments and researches on the preparation, preservation and utilization of animal products, including milk and milk derivatives; and to encourage standardization of locally manufactured meat food supplies. Subject to the general executive supervision and control of the Secretary of Agriculture and Commerce, the Director of Animal Industry shall have the immediate direction and administration of the activities herein provided for, and shall, with the approval of the said Secretary, make and prescribe such rules and regulations as may be considered convenient or necessary to carry out the provisions of this Act."
Section 2. Section two of the same Act, as amended, is hereby further amended to read as follows:
"Section 2. The sum of four hundred thousand pesos is hereby appropriated, out of any funds in the Philippine Treasury not otherwise appropriated, to carry out the purposes of this Act. This sum shall be expended by the Director of Animal Industry, with the approval of the Secretary of Agriculture and Commerce, for the purchase of improved breeds of large cattle and other domestic animals; for the purchase of animals and materials needed for experiments and researches on the preparation, preservation and utilization of animal products; for the purchase, leasing or reservation of the necessary land; for the construction, maintenance and repairs of fences, buildings and other necessary structures; for salaries and wages of the necessary personnel; for the purchase of tools, implements and other needed equipment; and for such other expenses as may be deemed necessary for the proper carrying out of the purposes of this Act: Provided, That in the interest of efficiency or economy, the Secretary of Agriculture and Commerce may appoint unclassified employees; Provided, further, That any land or portion thereof owned, reserved for, or occupied by any stock farm, slaughterhouse or breeding station operated under this Act and considered inadequate or too small for efficient and economical operation as such stock farm, slaughterhouse or breeding station, may, with the approval of the President of the Philippines, be exchanged by the Secretary of Agriculture and Commerce for other more adequate or more desirable sites of private ownership or otherwise, under such terms and conditions as may be deemed advantageous to the Government."
Section 3. Section three of the same Act, as amended, is hereby further amended to read as follows:
"Section 3. The Director of Animal Industry may order the slaughter or sale for agricultural, propagation, or breeding purposes, or for consumption, or the renting or loaning for breeding purposes, or the slaughter and sale in the form of manufactured animal products, of the animals purchased, under the last preceding section and of those belonging to the herds and breeding stations the establishment whereof is authorized by this Act which may not be necessary for the maintenance and development of the same, subject to the existing regulations and to such as may hereafter be promulgated by the said Director with the approval of the Secretary of Agriculture and Commerce; and all the income therefrom shall constitute a special reimbursable fund to be denominated Stock Farm, Slaughterhouse, Breeding Stations and Animal Products Fund/ which may be expended by the Director of Animal Industry, with the approval of the Secretary of Agriculture and Commerce, for the same purposes and in the same manner as prescribed in this Act.ℒαwρhi৷''
Section 4. Section four of Act Numbered Thirty-six hundred and thirty-two is hereby amended to read as follows:
"Section 4. Out of the 'Rice and Corn Fund' appropriated under the provisions of Act Numbered Twenty-eight hundred and eighteen, as amended, the sum of one hundred thousand pesos is hereby set aside, transferred and added to the fund made available for the establishment, maintenance, operation and equipment of stock farms, slaughterhouses and breeding stations authorized under Act Numbered Twenty-seven hundred and fifty-eight, as herein amended, and for the carrying out of experiments and researches on the preparation, preservation and utilization of animal products."
Section 5. This Act shall take effect upon its approval.
