AN ACT INCREASING THE RATES OF SALARIES AND WANES OF LOW-PAID EMPLOYEES AND COMMON LABORERS OF THE NATIONAL GOVERNMENT TO THE MINIMUM RATES FIXED BY THE PRESIDENT UNDER EXECUTIVE ORDERS NUMBERED FORTY-NINE AND FIFTY, ELATED AUGUST NINETEENTH AND TWENTY-FOURTH, RESPECTIVELY, NINETEEN HUNDRED AND THIRTY-SIX, AND APPROPRIATING THE NECESSARY FUNDS TO COVER THE AMOUNT OF THE INCREASES FOR THE PERIOD FROM SEPTEMBER FIRST TO DECEMBER THIRTY-FIRST, NINETEEN HUNDRED AND THIRTY-SIX.

Be it enacted by the National Assembly of the Philippines:

Section 1. Any provision of law to the contrary notwithstanding , no able-bodied employee or common laborer employed by, or under the direct supervision of, any branch of the National Government, the salary of whose position Is provided in the General Appropriation Act or any other Act, shall be paid a salary or wage less than the minimum rate fixed by the Executive Orders Numbered Forty-nine and Fifty, dated August nineteenth and twenty-fourth, respectively, nineteen hundred and thirty-six: Provided, That the minimum salary fixed for employees shall be construed as including the equivalent money value of subsistence, quarters, clothing-, and other allowances in kind or otherwise to which they may be entitled.(awÞhi(

Section 2. The President of the Philippines is hereby authorized to use such sum as may be necessary to carry out the purpose of this Act, but not to exceed one hundred one thousand pesos, to be taken from any unexpended balance of the appropriations provided in the General Appropriation Act for nineteen hundred and thirty-six, and in the case of the revolving, reimbursable, and other special funds, the additional expenditures herein authorized shall be charged against their respective receipts or surpluses.

Section 3. This Act shall take effect on September first, nineteen hundred and thirty-six.
