AN ACT TO PROVIDE EMERGENCY FUNDS FOR ELEMENTARY CLASSES, TO REGULATE THE EXPENDITURE THEREOF, AND FOR OTHER PURPOSES.
Be it enacted by the Senate and House of Representatives of the Philippines in
Legislature assembled and by the authority of the same:
Section 1. The Secretary of Public Instruction is hereby authorized, any provision of law to the contrary notwithstanding, to expend the sum of six hundred seventy-seven thousand pesos, representing the reserve required by the Secretary of Public Instruction from the appropriation made available for the Bureau of Education for the year nineteen hundred and thirty-three, for the reopening of elementary classes which were in operation in the various municipalities during the month of March, nineteen hundred and thirty-three, but which had to be closed or may not have opened at the beginning of the current school year due to lack of funds. This amount shall be distributed by the Secretary of Public Instruction to the various municipalities concerned on a lump-sum basis.1aшphi1
Section 2. In addition to the sum appropriated in the preceding section, there is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, the sum of seven hundred thousand pesos, four hundred seventy-eight thousand four hundred sixty pesos and ninety-three centavos of which shall be expended for the same purpose and shall be distributed on the same basis as provided in section one hereof: Provided, That no municipality shall receive from this sum and from the sum of six hundred seventy-seven thousand pesos made available in section one hereof, any amount in excess of what is actually required to put its elementary classes into full operation until December thirty-first, nineteen hundred and thirty-three. Any remaining amount shall be distributed at the discretion of the Secretary of Public Instruction in order to further equalize educational opportunities in certain municipalities.
Section 3. No portion of any sum herein authorized for expenditure shall be used to increase the salaries of teachers or shall accrue to the Teachers' Pension and Disability Fund and any unexpended balance of the several amounts so authorized shall revert to the Insular Treasury.
Section 4. This Act shall take effect upon its approval.
