AN ACT TO PROVIDE FOR THE CONTINUATION OF THE COMMUNITY ASSEMBLIES, AND FOR OTHER PURPOSES.
Be it enacted by the Senate and House of Representatives of the Philippines in
Legislature assembled and by the authority of the same:
Section 1. For the purpose of promoting the community assemblies started by Governor-General Theodore Roosevelt and carried on under the immediate supervision and control of the Director of Education, the following provisions are made.
Section 2. The community assemblies shall have the following objectives:
1. To develop a more intelligent and enlightened public opinion especially among adults.
2. To inform the public regarding subjects of wide interest.
3. To inform the public regarding citizenship activities, duties, health problems, proper diet, etc.
4. To guide the public in improved methods of industry, agriculture, economy.
Section 3. There shall be an advisory committee composed of nine members to be appointed by the Secretary of Public Instruction, one of whom shall be designated by him as chairman. Originally, three members shall be appointed for a term of six years, three members for four years, and three members for two years. Thereafter all the members of the committee shall be appointed for a term of six years.
Section 4. The advisory committee shall draw up plans for the purpose of carrying out the objectives of the community assemblies, subject to the approval of the Director of Education.1aшphi1
Section 5. The provincial board of each province and the municipal council of each municipality where community assemblies are held may appropriate the necessary funds for the traveling expenses of lecturers and officials engaged in the supervision of the assemblies. If automobiles of Government officers and employees are used in transporting lecturers and in attending assemblies in a supervisory capacity, automobile mileage allowance may be included by the owners thereof in their authorized regular allowance, payable from the Insular, provincial, or municipal funds. The monthly automobile mileage used in this manner in excess of the mileage authorized for the regular duties of the office may be claimed from provincial funds.
Section 6. The Director of Education, in order to carry out the provisions of this Act, may request the cooperation and and help of any bureau or office of the Insular Government in the preparation of lectures, mimeographing of the same, and in supplying lecturers.
Section 7. This Act shall take effect on its approval.
