[ Act No. 3924, October 05, 1932 ]

AN ACT TO APPROPRIATE THE SUM OF TWO HUNDRED THOUSAND PESOS FOR THE PURPOSE OF FIGHTING, EXTERMINATING OR CONTROLLING THE LOCUSTS WHICH AT PRESENT EXIST IN ALARMING NUMBERS IN THE PHILIPPINE ISLANDS, AND FOR OTHER PURPOSES.

Be it enacted by the Senate and House of Representatives of the Philippines in
Legislature assembled and by the authority of the same:

Section 1. There is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, the sum of two hundred thousand pesos to be used by the Director of Plant Industry with the approval of the Secretary of Agriculture and Natural Resources for fighting, exterminating or controlling the locusts which at present exist in alarming numbers in many parts of the Philippine Islands, and more specifically for the following purposes:

a. For salaries, wages and travelling expenses, including subsistence, of laborers and other persons to be employed in campaigns to fight, exterminate or control the locusts in the lowlands and other populated places;

b. For salaries, wages and travelling expenses, including subsistence, of scouting forces to be organized for the purpose of locating and destroying the locusts or their eggs at their breeding grounds in the unpopulated regions of the Philippine Islands;

c. For payment of actual and necessary travelling expenses of such employees and officials of the Bureau of Plant Industry and those of other offices or Bureaus of the Insular Government as may be detailed in the locust campaign;

d. For the purchase of the necessary chemicals, apparatus and other technical supplies, materials and equipment; the purchase of field equipment for the men, such as tents, cooking utensils, etc.; and

e. For financing research studies for the purpose of discovering the most efficacious and economical means of controlling the locusts.1aшphi1

Section 2. Any unexpended balance of the fund herein appropriated shall revert to the Insular Treasury on December thirty-first, nineteen hundred and thirty-three.

Section 3. This Act shall take effect on its approval.
