[ Act No. 3859, November 13, 1931 ]

AN ACT AUTHORIZING AND DIRECTING THE DIRECTOR OF EDUCATION TO ISSUE REGULATIONS FOR THE USE OF DRESSES AND CLOTHING OF ECONOMICAL MATERIAL BY THE STUDENTS OF THE PUBLIC HIGH SCHOOLS, SECONDARY TRADE, AGRICULTURAL, VOCATIONAL AND NORMAL SCHOOLS AND FOR OTHER PURPOSES, AND REPEALING ACT NUMBERED THIRTY-FOUR HUNDRED AND FOURTEEN, COMMONLY KNOWN AS THE UNIFORM LAW.

Be it enacted by the Senate and House of Representatives of the Philippines in
Legislature assembled and by the authority of the same:

Section 1. The Director of Education is empowered and directed to issue rules and regulations prescribing the kind of dress or clothing to be used by the student of all schools under its jurisdiction and control. Such rules shall provide for the use of dresses or uniforms made only of simple and economical material giving preference to native products. The Director of Education in prescribing such rules and regulations shall take into consideration the general financial condition of the parents of the students of each school so that no uniform or dress shall be prescribed which shall not be within the reach of the financial ability of such parents and that in no case shall uniforms or dresses made of silk, wool or other expensive material be prescribed.1aшphi1

Section 2. Act Numbered Thirty-four hundred and fourteen entitled "An Act authorizing and directing the Director of Education and the President of the University of the Philippines to issue rules and regulations for the use of uniforms in the public schools and in the University of the Philippines and for other purposes," is hereby repealed.

Section 3. This Act shall take effect from the school-year beginning June, nineteen hundred and thirty-two.
