AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS.

Be it enacted by the Senate and House of Representatives of the Philippines in
Legislature assembled and by the authority of the same:

Section 1. The following sums, or so much thereof as may be necessary, are hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works for the purposes mentioned hereunder, subject to the provisions hereinafter set forth.

COMPLETION AND MAINTENANCE OF PUBLIC BUILDINGS AND OTHER UNCLASSIFIED PROJECTS

(a) For the purchase and construction of masts and towers for radio stations P30,000.00
(b) For the maintenance, alteration, improvement, and repair of public buildings, including adjacent lands belonging to the same 400,000.00
Provided, however, That a sum not to exceed P7,600 shall be set aside out of this item as reimbursement to the lessee of the Sisiman Slaughterhouse for expenses incurred by him during the year 1922 for the alteration and improvement of the water system of the slaughterhouse and the stockyards at Sisiman, Mariveles, Bataan, and for the payment of the surcharge of the Bureau of Public Works.
Provided, further, That there shall be set aside a sum not to exceed P13,000 for the completion of the chemical laboratory of the University of the Philippines.
(c) (1)For the completion and extension of and grounds for normal and vocational schools 250,000.00
(2) For aid to regularly organized municipalities for the construction, completion, or repair of elementary schools 200,000.00
(3) For the purchase of land for school purposes and construction of school buildings in specially organized provinces 50,000.00
Total available for the construction, completion, and maintenance of public buildings and other unclassified projects -------------------

CONSTRUCTION AND MAINTENANCE OF ROADS AND BRIDGES

(d) For the maintenance and improvement of the Benguet and Naguilian Roads and the road from Camp One to Damortis 130,000.00
(e) For the maintenance, reconstruction, and improvement of trails, roads, and bridges in such specially organized provinces as shall comply with the provisions of section 2115 of Act No. 2711 and which, by a resolution of the provincial board, shall guarantee by continuing annual appropriations the establishment of such a system of maintenance as may be necessary in the judgment of the Director of Public Works on all trails, roads, and bridges now constructed or which may be constructed in the future. 150,000.00
(f) For the maintenance, reconstruction, improvement, and, where practicable, for the construction of roads and bridges in such regularly organized provinces as shall comply with the provisions of section 2113 of Act No. 2711 and which, by resolution of the provincial board, shall guarantee by continuing annual appropriations the establishment of such a system of maintenance as may be necessary in the judgment of the Director of Public Works on all first-class roads now constructed or which may be constructed in the future and declared as such by the Director of Public Works; to be allotted in proportion to the number of cedulas sold in each province in the year nineteen hundred and twenty-two 850,000.00
(g) For the maintenance, reconstruction, and improvement of the Manila North and South Roads traversing the Province of Rizal, parts of Bulacan, Laguna, La Union, and Nueva Ecija, including a portion of the Manila-Tarlac Road, the Zapote-Cavite Road, Province of Cavite, and the Pamplona-Pasacao Road, Province of Camarines Sur; the Bangui-Claveria trail, Province of Ilocos Norte; the Tagudin-Cervantes trail, Province of Ilocos Sur; and the San Jose-Santa Fe Road, Province of Nueva Ecija 300,000.00
(h) For the construction, reconstruction, and improvement of roads and bridges in such regularly organized provinces as shall comply with the provisions of section 2113 of Act No. 2711 and which, by resolution of the provincial board, shall guarantee by continuing annual appropriations the establishment of such a system of maintenance as may be necessary in the judgment of the Director of Public Works on all first-class roads now constructed or which may be constructed in the future and declared as such by the Director of Pubic Works 950,000.00

MAINTENANCE AND INVESTIGATION OF IRRIGATION SYSTEMS

(i) For the preliminary investigation and survey of irrigation systems, hydraulic power development and river control projects, for the survey of streams; for the construction of municipal irrigation systems, and for the operation, maintenance, and repair of irrigation systems 200,000.00
(j) For expenses of investigation of applications for the use of water for irrigation, water supply, and power systems; and for the adjudication of the rights to streams designated by the Secretary of Commerce and Communications 40,000.00

CONSTRUCTION OF ARTESIAN WELLS AND WATERWORKS

(k) For drilling of artesian wells by the Bureau of Public Works, including the purchase of necessary equipment, and for the investigation and construction of Insular, provincial, and municipal waterworks, whenever, in cases of provincial and municipal projects, the provinces and municipalities concerned shall adopt resolutions for the appropriation of funds covering the cost of one-third of the work. 500,000.00
Provided, That the funds appropriated by provinces and municipalities to cover the cost of one-third of the work shall be paid into the Insular Treasury when the Director of Public Work's shall have paid the cost thereof: Provided further, That any municipality or province which by virtue of the provisions of this Act shall incur the expense of an artesian well resulting in a failure, shall have the amounts expended returned to it: Provided finally, That the amount allotted out of this appropriation to a municipality or province as Insular aid shall in no case exceed atone time the sum of twenty thousand pesos.

PORT AND RIVER IMPROVEMENTS

(l) For the maintenance, reconstruction, completion, and improvement of wharves and piers and dredging in the specially organized provinces 80,000.00
(m) For the construction, completion, and maintenance of wharves, piers, retaining walls, and other works necessary for the regulation of rivers or the sea; the investigation of the condition of the bottom of ports and rivers; the purchase, maintenance, and repair of equipment for port works, and dredging of harbors in the various districts of the Archipelago 1,000,000.00
Provided, That subject to the approval of the Secretary of Commerce and Communications and with such security as he may require, material derived from dredging may be used for filling in private property at the request of any landowner, upon the condition that the cost thereof shall be paid by the owner of the land in annual installments not to extend over more than five years: And provided further, That claims for damages due to marine accidents incidental to the operation of port equipment may be paid subject to like approval. The total of such payments out of funds appropriated by this subsection shall not exceed ten thousand pesos.

RECONSTRUCTION, MAINTENANCE, AND CONSTRUCTION OF TELEGRAPH AND TELEPHONE LINES, CABLES, AND RADIOS

(u) For the maintenance, construction, reconstruction, and repair of cable, telegraph and telephone lines 250,200.00
(o) For the purchase and installation of apparatus, machinery, and wiring in radio stations 123,800.00

RECONSTRUCTION, MAINTENANCE, AND CONSTRUCTION OF LIGHTHOUSES, BUOYS, AND BEACONS

(p) For the maintenance, reconstruction, construction, and repair of lighthouses, buoys, and beacons, and for necessary repairs to mechanical equipment of lighthouses and other equipment 120,000.00

Section 2. All balances of the several appropriations made by this Act the destination of which has not yet been determined by the proper authority on June thirtieth, nineteen hundred and twenty-four, and all balances of appropriations which remain unexpended on June thirtieth, nineteen hundred and twenty-five, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.ℒαwρhi৷

Section 3. The sums appropriated in subsections (a), (d), (f), (j), and (p) of this Act shall be available for immediate expenditure by the Director of Public Works, but those of appropriated in the other paragraphs shall be distributed in the discretion of the Secretary of Commerce and Communications, subject to the approval of a joint committee elected by the Senate and the House of Representatives:

Provided, That the Secretary of Commerce and Communications, with the approval of said joint committee, may, for the purposes of said distribution, transfer unexpended portions of any item of appropriation under this Act to any other item hereunder.

Section 4. This Act shall take effect on its approval.
