AN ACT AMENDING ACT NUMBERED FIFTEEN HUNDRED AND EIGHTY-TWO, ENTITLED "THE ELECTION LAW," AS AMENDED BY ACT NUMBERED TWO THOUSAND AND FORTY-FIVE, BY PROVIDING THAT THE OFFICE OF THIRD MEMBER OF THE PROVINCES OF MINDORO, PALAWAN, AND BATANES SHALL BE FILLED BY ELECTION.
By authority of the United States, be it enacted by the Philippine Legislature, that:
Section 1. Paragraph seven of section three of Act Numbered Fifteen hundred and eighty-two known as the Election Law, as amended by Act Numbered Two thousand and forty-five, is hereby further amended to read as follows :
"So much of this Act as provides for elections of delegates to the Philippine Assembly and third member shall apply to the townships of Bulalacao, Calapan, Caluya, Lubang, Mamburao, Naujan, Pinamalayan, Pola, Conception, Abra de Hog, San Jose, Paluan, and Sablayan in Mindoro and the townships of Cagayancillo, Coron, Cuyo, and Puerto Princesa in Palawan, and the township of San Quintin in Ilocos Sur, and the townships in the Province of Batanes, which are hereby declared to be municipalities and containing a sufficient proportion of civilized people, for the purpose of electing delegates to the Philippine Assembly and third member.(awÞhi( The provincial board of the province in which said townships are situated shall perform the duties devolved by this Act upon municipal councils with respect to such elections for delegates to the Philippine Assembly and third member and shall perform them sufficiently in advance of the times herein prescribed that the rights of the people or the times in which acts or duties are herein required or permitted to be done shall not be abridged. In said townships at said elections the duties herein devolved upon municipal secretaries shall be done by the township secretary. The expense of such elections shall be borne by the townships in which they are held: Provided, That the elections for third member for the Provinces of Mindoro, Palawan, and Batanes shall be held on the nineteenth of June, nineteen hundred and fifteen, and the succeeding elections for said offices shall be held in said provinces at the time of the holding of the general elections provided for by this Act for said offices in the other provinces, and the persons elected in the elections held on the nineteenth of June, nineteen hundred and fifteen, will take office on October sixteenth of the present year nineteen hundred and fifteen and will hold office till the day on which their duly elected successors take office in accordance with this Act: Provided, finally, That in case the United States Congress should enact a law providing for some election in nineteen hundred and fifteen with a view to filling certain offices, the election for third member of said provinces shall be held on the day provided for in said Act of the United States Congress, and the qualifications of electors required in said Act of Congress will be the same as those required of the electors for the election hereinabove provided for."
Section 2. All Acts or parts of Acts in conflict with this Act are hereby repealed.
Section 3. This Act shall take effect on its passage.
