AN ACT TO AUTHORIZE THE INSULAR COLLECTOR OF CUSTOMS TO ISSUE REGULATIONS PROHIBITING USELESS AND UNNECESSARY NOISES ON THE PART OF WATER CRAFT IN THE PORTS OF THE PHILIPPINE ISLANDS.
By authority of the United States, be it enacted by the Philippine Legislature, that:
Section 1. The Insular Collector of Customs is hereby authorized and empowered to issue, and from time to time, as may be necessary, to modify and change rules and regulations prohibiting useless and unnecessary explosions and noise of gasoline engines, whistling, the sounding of sirens and other noises, by ships, boats, vessels, and water craft of any and every kind in the ports of the Philippine Islands or in such parts of rivers as are included within such ports. Such rules and regulations need not be uniform as to the ports, but may be different in different ports according as the Collector of Customs may deem proper.(awÞhi(
Section 2. All rules and regulations issued under the preceding section, when approved by the Secretary of Finance and Justice shall have the force and effect of law, and any violation of the same, committed thirty days after such rules and regulations have been published by the Collector of Customs in the manner in which Customs administrative circulars are published, shall be punished by a fine of not to exceed fifty pesos or imprisonment not to exceed twenty days, or both.
Section 3. This Act shall take effect on its passage.
