AN ACT APPROPRIATING1 FUNDS FOR THE CONSTRUCTION OF WIRELESS TELEGRAPH STATIONS IN THAT PART OF THE PHILIPPINE ISLANDS INHABITED BY MOROS OR OTHER NON-CHRISTIAN TRIBES, PROVIDED A LIKE AMOUNT SHALL BE APPROPRIATED BY THE CONGRESS OF THE UNITED STATES AND MADE AVAILABLE FOR USE IN CONNECTION WITH THE MONEY HEREIN APPROPRIATED.

By authority of the United States, be it enacted by the Philippine Commission, that:

Section 1. There is hereby appropriated out of any money in the Treasury not otherwise appropriated, the sum of one hundred and forty-five thousand five hundred pesos for the construction of wireless telegraph stations in that part the Philippine Islands inhabited by Moros or other non-Christian tribes for the administrative purposes of the Government of the Philippine Islands and of the Army and Navy of the United States; for the transmission of the observations necessary to worn her conditions and for the dissemination of such forecast to the Navy, merchant marine, and exposed communities: for the requirements of the commercial and business interests of the people of the Philippine Islands in time of peace; and for the necessities of the Army and Navy in time of riot, insurrection, or war, or when the same are threatened Appropriation by or imminent: Provided, That no part of the moneys herein appropriated shall be expended until a like amount has been appropriated by the Congress of the United States and made available Maintenance connection with the money herein appropriated : Provided further, That in time of peace the wireless telegraph system herein authorized shall be maintained by and be under the exclusive control of the Government of the Philippine Islands, subject to such rules and regulations as may be prescribed by the President of the United States; and that in time of riot, insurrection, or war, or when the same are threatened or imminent, the system, or such parts thereof as may be required, may be taken possession of by' the Army or Navy of the United States and operated or controlled as the exigency of the situation may demand.(awÞhi(

Section 2. The money hereby appropriated shall be expended for the purposes herein authorized, by the Secretary of Commerce and Police, or by a board appointed by the President of the United States of which the said Secretary of Commerce and Police is a member and the executive officer, under such rates, regulations, and procedure as shall be established by Congress or by the President of the United States.

Section 3. This Act shall take effect on its passage.
