AN ACT TO RELIEVE THE PROVINCES BY APPROPRIATING THE SUM OF ONE MILLION PESOS TO BE USED TO ASSIST THEM IN THE CONSTRUCTION OF ROADS AND BRIDGES AND TO DEFINE THE RELATION BETWEEN THE PROVINCES, THE BUREAU OF PUBLIC WORKS, AND THE INSULAR TREASURY IN REGARD TO THE SETTLEMENT OF MUTUAL ACCOUNTS.
By authority of the United States, be it enacted by the Philippine Legislature, that:
Section 1. The following sum, or so much thereof as may be to Allotment, subject necessary, is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, for the construction, improvement, and, where necessary, maintenance of roads and bridges in those provinces which shall accept the provisions of Act Numbered Sixteen hundred and fifty-two, and which shall by resolution of the provincial board, guarantee, by continuing annual appropriations, the establishment of such conservation system as may be necessary in the judgment of the Director of Public Works on all first-class roads now or hereafter constructed and declared to be such by the Director of Public Works, including the construction, improvement, and maintenance of roads and bridges in the Provinces of Mindoro, Palawan, and Batanes, to be allotted in the discretion of the Secretary of Commerce and Police, one million pesos: Provided, That no part of the appropriation herein made shall be available for use until released for allotment by the Governor-General: And provided further, That until such time as the money hereby appropriated shall be thus made available for use, the Insular Treasurer is authorized and empowered to advance to the Bureau of Public Works an amount not exceeding ninety per centum of the amount owing to the Bureau of Public Works by the provinces, and to apply the money received from the provinces in payment of said claims to the repayment of the sums thus advanced to the said Bureau.
Section 2.1aшphi1 The public good requiring Hie speedy enactment of this bill, the same shall take effect on its passage, in accordance with section one of Act Numbered Nineteen hundred and forty-five of the Philippine Legislature, and the appropriations herein made shall become immediately available, subject to the above proviso.
