[ Act No. 1692, August 20, 1907 ]
AN ACT TO AMEND SECTION EIGHT OF ACT NUMBERED TWO HUNDRED AMENDING AND NINETY-TWO SO AS TO PREVENT THE UTTERANCE OF SPEECHES OR THE USE OF LANGUAGE VIOLATIVE OF GOOD ORDER OR TENDING TO DISTURB THE PUBLIC PEACE.
By authority of the United States, be it enacted by the Philippine Commission, that:
Section 1. Section eight of Act Numbered Two hundred and ninety-two, entitled "An Act defining the crimes of treason, insurrection, sedition, conspiracies, to commit such crimes, seditious utterances, whether written or spoken, the formation of secret political societies, the administering or taking of oaths to commit crimes, or to prevent the discovering of the same, and the violation of oath's of allegiance, and prescribing the punishment therefor," is hereby amended so as to read as follows:
"Section 8. Every person who shall utter seditious words or speeches, or who shall write, publish or circulate scurrilous libels against the Government of the United States or against the Government of the Philippine Islands, or who shall print, write, publish, utter or make any statement, or speech, or do any act which tends to disturb or obstruct any lawful officer in executing his office or in performing his duly, or which tends to instigate others to cabal or meet together for unlawful purposes, or which suggests or incites rebellious conspiracies or which tends to stir up the people against the lawful authorities, or which fends to disturb the peace of the community or the safety or order of the Government, or who shall knowingly conceal Mich evil practices from the constituted authorities, shall be punished by a line not exceeding two thousand dollars United States currency or by imprisonment not exceeding two years, or both, in the discretion of the court,"
Section 2.ℒαwρhi৷ The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with action two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixty nineteen hundred.
Section 3. This Act shall take effect on its passage.
