AN ACT CONSOLIDATING THE OFFICES OF PROVINCIAL TREASURER AND PROVINCIAL SUPERVISOR, AND THE OFFICES OF PROVINCIAL SECRETARY AND PROVINCIAL FISCAL, OF THE PROVINCE OF ABRA.

By authority of the United States, be it enacted by the Philippine Commission, that:

Section 1. The offices of provincial treasurer and provincial supervisor provided for in Act Numbered Two hundred and six, extending the provisions of the Provincial Government Act to the Province of Abra, are hereby consolidated, and the office thus formed shall be known as the office of provincial supervisor-treasurer. The offices of provincial secretary and provincial fiscal of said province are also hereby consolidated, and the office thus formed shall be known as the office of provincial secretary-fiscal.

Section 2. The provincial governor, the provincial supervisor-treasurer, and the division superintendent of schools for Abra and Ilocos Sur, who shall receive no additional compensation for such services, shall constitute the provincial board. The governor shall be the presiding officer of the board. The secretary-fiscal shall be its secretary and keep the minutes.

Section 3. The bond of the provincial supervisor-treasurer shall be five thousand dollars. His qualifications and duties shall be the same as the qualifications and duties of provincial supervisor and provincial treasurer as outlined in the Provincial Government Act, except that the requirement that the provincial supervisor shall be a competent civil engineer and surveyor shall not apply. The supervisor-treasurer may employ a foreman in charge of the repair and construction of roads, at a salary not to exceed sixty dollars per month.

Section 4. The qualifications and duties of the provincial secretary-fiscal shall be the same as the qualifications and duties of provincial secretary and the duties of provincial fiscal as outlined in the Provincial Government Act.

Section 5.1aшphi1 The compensation to be paid provincial officers of the Province of Abra shall be at the following rate per year, in money of the United States or its authorized equivalent in local currency:

For the provincial governor, one thousand two hundred dollars.

For the provincial supervisor-treasurer, one thousand five hundred dollars.

For the provincial secretary-fiscal, one thousand dollars.

The salary of provincial officers shall be payable monthly so that one-twelfth of the annual salary shall be paid on the last day of each calendar repealed.

Section 6. So much of Act Numbered Two hundred and six and its amendments as may be inconsistent with the provisions of this Act is hereby repealed.

Section 7. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixth, nineteen hundred.

Section 8. This acts shall take effect on its passage.
