[ PROCLAMATION NO. 1339 July 6, 2026 ]

EXTENDING THE CIVIL REGISTRATION AND VITAL STATISTICS (CRVS) DECADE IN THE PHILIPPINES UNTIL 2030

WHEREAS, Section 4 of Commonwealth Act No. 3753 (s. 1930) or the "Law on Registry of Civil Status" states that local civil registrars shall keep and preserve in their offices civil register books, in which they shall, respectively, make the proper entries concerning the civil status of persons;

WHEREAS, Section 6(e) of Republic Act No.10625 or the "Philippine Statistical Act of 2013" mandates the Philippine Statistics Authority (PSA) to carry out, enforce, and administer civil registration functions in the country;

WHEREAS, PSA Board Resolution No. 03 (s. 2015) and Proclamation No. 1106 (s. 2015) declared the years 2015 to 2024 as the CRVS Decade in the Philippines, in support of the regional framework of the United Nations Economic and Social Commission for Asia and the Pacific, and enjoined all national government agencies, including government-owned or -controlled corporations (GOCCs), local government units (LGUs), and other stakeholders to actively support CRVS-related initiatives;

WHEREAS, during the CRVS Decade, the Philippines achieved significant progress in improving birth and death registration, expanding access to legal identity marginalized sectors, and strengthening inter-agency and stakeholder for partnerships;

WHEREAS, notwithstanding these gains, challenges remain, including gaps in the universal and timely registration of births and deaths, limited integration of health and civil registry systems, and the need for further digitalization;

WHEREAS, during the Third Ministerial Conference on CRVS in Asia and the Pacific, participating states agreed to extend the implementation of the regional CRVS Decade until 2030 to align with the 2030 Agenda for Sustainable Development;

WHEREAS, the Philippines reaffirmed its commitment to the extension of the CRVS Decade through its adoption of the 2025 Ministerial Declaration on Civil Registration and Vital Statistics in Asia and the Pacific and through PSA Board Resolution No. 14 (s. 2025); and1äwphï1.ñët

WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control over all the Executive departments, bureaus and offices, and the mandate to ensure the faithful execution of laws;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby extend the CRVS Decade in the Philippines until the year 2030. For this purpose, the PSA shall serve as the lead agency responsible for coordinating, overseeing, and monitoring the implementation of programs and initiatives under the extended CRVS Decade, in coordination with concerned government agencies and stakeholders.

All agencies and instrumentalities of the National Government, including GOCCs, are hereby directed, and all local government units, non-government organizations, and the private sector are hereby encouraged, to render the necessary support and assistance to the PSA, and to actively participate in the implementation of the CRVS Decade in the Philippines.
