MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ PROCLAMATION NO. 1144, January 19, 2026 ] DECLARING TUESDAY, 03 FEBRUARY 2026, A SPECIAL (NON-WORKING) DAY IN THE CITY OF BIÑAN, PROVINCE OF LAGUNA WHEREAS, on 03 February 2026, Tuesday, the City of Biñan, Province of Laguna, will mark the celebration of its 81st Liberation Day; WHEREAS, it is but fitting and proper that the people of the City of Biñan be given full opportunity to participate in the occasion and enjoy the celebration; NOW, THEREFORE, I, RALPH G. RECTO, Acting Executive Secretary, by authority of the President, FERDINAND R.
