[ PROCLAMATION NO. 511, March 27, 2024 ]

DECLARING THE 17TH DAY OF JULY OF EVERY YEAR AS "NATIONAL CARDIOPULMONARY RESUSCITATION DAY"

WHEREAS, Section 15, Article II of the Constitution mandates the State to protect and promote the right to health of the people;

WHEREAS, under Section 30 of Republic Act (RA) No. 11223 or the "Universal Health Care Act," the Department of Health (DOH) shall strengthen national efforts in providing a comprehensive and coordinated approach to health development with emphasis on scaling up health promotion and preventive care;

WHEREAS, Section 2 of RA No. 10871 or the "Basic Life Support Training in Schools Act," provides that the State shall ensure that able-bodied citizens are equipped with the necessary knowledge and basic skills to respond to certain health emergencies;

WHEREAS, cardiopulmonary resuscitation (CPR) is a lifesaving technique useful in many emergencies, including heart attack or near drowning, in which an individual's breathing or heartbeat has stopped;

WHEREAS, there is a need to instill and continuously promote health consciousness among Filipinos by equipping them with the necessary information, knowledge, behavior, and skills to respond to health emergencies, including bringing CPR in every home as an emergency procedure; and

WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control over all the executive departments, bureaus and offices and the mandate to ensure the faithful execution of laws;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare the 17th day of July of every year as "National Cardiopulmonary Resuscitation Day."

For this purpose, the DOH shall lead the planning, preparation, coordination, organization, implementation, monitoring and evaluation of the initiatives and programs for the yearly observance of the National Cardiopulmonary Resuscitation Day.1aшphi1

All other agencies and instrumentalities of the National Government, including government-owned or -controlled corporations and state universities and colleges, are hereby directed, and all local government units, non-government organizations, professional associations, and the private sector, are hereby encouraged to actively participate and render the necessary support and assistance to the DOH for the effective implementation of this Proclamation.

IN WITNESS THEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
