Pursuant to the powers vested in me under Republic Act No. 7916, the Special Economic Zone Act of 1995, as amended by Republic Act No. 8748, and upon recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA), I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby create and designate as Information Technology Center, subject to the provisions of Republic Act No. 7916 as amended, its Implementing Rules and Regulations, and Resolutions Nos. 00-411 and 06-325 dated 29 December 2000 and 27 July 2006 respectively, of the PEZA Board of Directors, the Luxur Plaza ITFormation Centre, a building which stands on a 17,431-square meter lot, more or less, located along Magsaysay Avenue, Bacolod City, as defined by the following technical descriptions:
