CREATING AND DESIGNATING A BUILDING KNOWN AS LIBRAN HOUSE WHICH STANDS ON A PARCEL OF LAND LOCATED AT 144 LEGASPI STREET, MAKATI CITY, AS AN INFORMATION TECHNOLOGY CENTER PURSUANT TO REPUBLIC ACT NO. 7916 AS AMENDED BY REPUBLIC ACT NO. 8748

Pursuant to the powers vested in me under Republic Act No. 7916, otherwise known as the Special Economic Zone Act of 1995 as amended by Republic Act No. 8748, and upon recommendation of the Board of Directors of the Philippine Economic Zone Authority, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby create and designate, subject to the provisions of Republic Act No. 7916 as amended, its Implementing Rules and Regulations, Resolution No. 00-411 dated 29 December 2000 and Resolution No. 06-181 dated 25 April 2006 of the Board of Directors of the Philippine Economic Zone Authority, the Libran House as Information Technology Center which stands on a parcel of land of the private domain located at 144 Legaspi Street, Makati City, with an area of Nine Hundred Twenty Five (925) Square Meters, more or less, as defined by the following technical description:

A parcel of land (Lot as described on plan, Rel-00-001209, being a relocation survey of Lot 11, Block 5, (LRC) Pcs-6254, L.R.C. Rec. No. 2029), situated in Barangay San Lorenzo, Makati City, Metro Manila, Island of Luzon.

Bounded on the SW., along lines 1-6 by Street Lot 4 (Legaspi Street, 17.00 m. wide); on the NW., along line 6-7 by Lot 10, Block 5; on the NE., along line 7-8 by Street Lot 5, (Bolanos Street 10.00 m. wide), and on the SE., along lines 8-9-10-11-12-1 by Street Lot 8 (Herrera Street, 17.00 m. wide), all (LRC) Pcs-6254.

Beginning at a point marked "1" on plan, being S-52 deg. 48' W., 2181.55 m. from BLLM No. 7, Mp. of Makati;
