[ Proclamation No. 1111, July 27, 2006 ]

DECLARING THE LAST SATURDAY OF NOVEMBER OF EVERY YEAR AS “CAREER EXECUTIVE SERVICE DAY”

WHEREAS, the Career Executive Service (CES) was formally established on September 24, 1972 under Presidential Decree No. 1, as amended, “to form a continuing pool of well-selected and development oriented career administrators who shall provide competent and faithful service;”

WHEREAS, it would be fitting to designate a special day for all CES Officials to reaffirm their commitment to competent and faithful service to the government and people characterized by fealty to duty, integrity, leadership and excellence in their respective fields or areas of responsibility;

WHEREAS, the observance of “Career Executive Service Day” will be a significant step towards promoting, enhancing and instilling among CES Officials and the public at large about the importance of the CES as a critical link between government and the people;

WHEREAS, the commemoration of the said special day will also be an opportunity to showcase the presence of the CES in the bureaucracy and strengthen the trust and confidence of the public in the government;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the power vested in me by law, do hereby declare the last Saturday of November of every year as “Career Executive Service Day.”

All departments and agencies of the national government including government owned or controlled corporations covered by the CES, the CES Officials, the CES organizations, and the public at large are hereby enjoined to actively support and participate in the Career Executive Service Day, by rendering community service and contribute their best in bringing the government closer to the people.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
