[ Proclamation No. 1051, April 24, 2006 ]

DECLARING SUNDAY, APRIL 30, 2006, AS ARAW NG KASAMBAHAY OR NATIONAL DOMESTIC WORKERS DAY

WHEREAS, from 2004-2005, the National Statistics Office has pegged the number of domestic workers from 549,000 to 658,000, with the number continuing to increase;

WHEREAS, the fact that they are hidden behind the closed doors of their employers, their lack of knowledge and information on measures to prevent and respond to abuse, and their demographics (more than 90% are female, with approximately 75% in the 12-24 age group) make them vulnerable to abuse, specifically trafficking and forced labour;

WHEREAS, the government aims to extend decent work to the domestic work sector in line with its goal of balancing employment generation with policies and programs that will empower long-marginalized Filipinos and provide them with avenues to take part in nation building;

WHEREAS, it is important to set aside a special day to honor and give recognition to a hidden, yet massive army of every day workers, to generate greater public awareness of the importance and contribution of domestic workers;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare Sunday, April 30, 2006, as Araw ng Kasambahay or National Domestic Workers Day.1aшphi1
