[ PROCLAMATION NO. 863, June 21, 2005 ]

DECLARING A PERIOD OF NATIONAL MOURNING OVER THE PASSING AWAY OF HIS EMINENCE JAIME CARDINAL SIN

WHEREAS, His Eminence Jaime Cardinal Sin, from his young life as a priest to his role as Archbishop of Manila, evolved as the voice of goodness, and a champion of democracy, peace, justice and faith;

WHEREAS, Cardinal Sin was a great liberator of the Filipino people and served as a source of inspiration and courage in EDSA I and II People Power revolutions that restored democracy in our country;

WHEREAS, his dream of a Philippines united in peace and justice beckons us to build a nation one and undivided, in memory of a blessed man who never failed to unite Filipinos during the most crucial battles against tyranny and evil;

WHEREAS, this Proclamation expresses the Filipino people’s debt of gratitude for his legacy of freedom and democracy, and deep loss and mourning for the passing of Cardinal Sin with loving prayers for his eternal peace.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the power vested in me by law, do hereby proclaim a period of national mourning effective immediately until the burial of Cardinal Sin on June 28, 2005.

Flags of all government buildings and installations, shall be flown at half-mast from sunrise of June 25, 2005 until sunset of June 28, 2005.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
