[ PROCLAMATION NO. 823, April 04, 2005 ]

DECLARING THE THIRD WEEK OF JUNE 2005 AS "TYPHOON AND FLOOD AWARENESS WEEK"

WHEREAS, Section 16, Article II of the 1987 Philippine Constitution states that, "The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature",

WHEREAS, Section 23, Article II states that, "The State shall encourage non-governmental, community-based or sectoral organizations that promote the welfare of the nation",

WHEREAS, Section 24, Article II further states that, "The State recognizes the vital role of communication and information in nation-building",

WHEREAS, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is mandated to mitigate or reduce the loss of life and property resulting from typhoon, flood, drought and other destructive weather phenomena;

WHEREAS, the typhoon Committee Foundation, Inc. (TCFI), a non-stock and non-profit foundation, aims to promote humanitarian activities and scientific research in the field of disaster mitigation and control;

WHEREAS, it is recognized that the country is exposed to natural hazards and prone to man-made hazards because of neglect of environment and poor awareness of physical laws and changes in nature;

WHEREAS, scientific knowledge can be used as an effective guide to ensure the safety, well being and economic security of people and environment;

WHEREAS, there is a need to educate the public and promote hazards and mitigation awareness through public information dissemination campaigns on typhoon and flood awareness and mitigation.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the third week of June 2005 as "Typhoon and Flood Awareness Week".

The Philippine Science Journalists Association, Inc. (PSciJourn) is hereby authorized to undertake appropriate information, communication and education activities in connection therewith, with support from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and the Typhoon Committee Foundation, Inc (TCFI), and other government agencies and the private sector.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
