[ PROCLAMATION NO. 796, February 21, 2005 ]

DECLARING THE PERIOD FROM FEBRUARY 21 TO 26, 2005 AS FILIPINO VALUES WEEK

WHEREAS, the natural and primary right and duty of parents in the rearing of the youth for civic efficiency and the development of moral character shall receive the support of the Government, pursuant to Section 12, Article II of the a987 Constitution;

WHEREAS, the State is mandated to promote and protect the physical, moral, spiritual, intellectual, and social well-being of the youth, as well as to inculcate patriotism and nationalism in the youth, and to encourage their involvement in public and civic affairs, as provided in Section 13, Article II of the 1987 Constitution;

WHEREAS, the commitment to establish positive values in the citizenry, through the adoption of moral values such respect for the family, honesty and industry, amongst others, is necessary to strengthen the Philippine Republic.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare February 21 to 26, 2005 as Filipino Values Week.

The Presidential Council on Values Formation (PCVF) is hereby designated as the lead entity to plan, organize, oversee and implement, in coordination with other departments and agencies, the appropriate program of activities in observance and celebration of the Filipino Values Week.

All other departments and agencies of government, including local government units, shall extend their full support and assistance to the PCVF in the fulfillment of this mandate.

The PCVF shall enlist the support and cooperation of relevant private sector and non-government organizations for the meaningful observance of the Filipino Values Week.ℒαwρhi৷
