AMENDING EXECUTIVE ORDER NO. 67, DATED OCTOBER 15, 1912, WHICH ESTABLISHED THE IWAHIG PENAL COLONY IN PALAWAN, BY SEGREGATING PORTIONS OF THE LAND EMBRACED THEREIN AND DECLARING THE SAME AS CIVIL RESERVATION FOR RESETTLEMENT AND AGRICULTURAL SITES PURPOSES

Upon recommendation of the Secretary of Environment and Natural Resources, and by virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby amend Executive Order No. 67, dated October 15, 1912, which established the Iwahig Prison and Penal Farm in Palawan, by segregating portions of the land embraced therein and declaring the same as civil reservation for resettlement and agricultural sites purposes, subject to actual survey, and to private rights, if any there be, which parcel of land is more particularly described as follows:

A PARCEL OF LAND, (being a portion of Iwahig Prison and Penal Farm by virtue of Executive Order no. 67, Series of 1912), situated at Sitios Malamig and Bocana, Barangay Iwahig, City of Puerto Princesa, Island of Palawan. Bounded on the North by the property of the Department of Agriculture; on the East by Puerto Princesa Bay; on the South by Balsahan River; and on the West by the National Highway (60.00 m. wide). Any mangrove and/or swampy areas, found inside the area herein reserved, is hereby segregated from the coverage of this proclamation and should not be disturbed nor alienated. Existing laws, rules and regulations affecting salvage zones and foreshore areas shall be strictly enforced. As such, the forty (40) meter easement shall be maintained as open area environmental protection.

The area herein reserved as Civil Reservation for resettlement and agricultural site purposes shall not be used for any other purpose.1aшphi1 However, beneficiaries may be awarded with special land use permits in accordance with the provisions of Presidential Decree No. 705, otherwise known as the Forestry Code of the Philippines.

A Local Inter-Agency Committee (LIAC) is hereby created, with the Housing and Urban Development Coordinating Council as Chair, the City Government of Puerto Princesa as Co-Chair, the Department of Environment and Natural Resources, the Presidential Commission for the Urban Poor, and a representative of the People's Organization in the area as members. The LIAC shall formulate the implementing rules and regulations of this proclamation.

The cutting, gathering and utilization of all natural resources within the proclaimed site shall be subject to the existing DENR rules and regulations.
