AMENDING PROCLAMATION NO. 290, DATED JULY 18, 1988 WHICH ESTABLISHED THE TEACHERS CAMP RESERVATION, BAGUIO CITY, BY EXCLUDING FROM ITS OPERATION A PORTION OF THE LAND EMBRACED THEREIN SITUATED IN RES. SEC. "C" AND "F", BAGUIO CITY AND RESERVING THE SAME FOR HOUSING SITE PURPOSES OPEN FOR DISPOSITION IN FAVOR OF THE ACTUAL OCCUPANTS
Upon recommendation of the Secretary of Environment and Natural Resources, and by virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby amend Proclamation No. 290, dated July 18, 1988 which established the Teachers’ Camp Reservation in Baguio City by segregation a portion of the land embraced therein, identified as Lot 2 containing an area of 34,229 square meter and reserving the same for housing site purposes open for disposition in favor of the actual occupants pursuant to the provisions of RA 7279 known as the Urban Development and Housing Act and under the administration of the National Housing Authority, subject to private rights, if any there be, and to final survey, which portion of land is more particularly described as follows:
LOT 2
A PARCEL OF LAND, identified as Lot 2, being a portion of the areas covered by Proclamation No. 290. situated in the Residence Section "C" and "F", City of Baguio. Bounded on the NE., along line 3-4-5 by Lot 1; on the SE., along line 5-6 by South Drive; on the SW., along lines 1-2-3 by Lot 1. Beginning at a point marked "1" on plan, being N. 3 16’W., 660.77 from Triangulation Sta. "BAGUIO", Baguio Townsite, thence:
N. 37 58’ E., 12.75 m. to point 2;
N. 31 19’ E., 87.32 m. to point 3;
S. 49 04’ E., 161.66 m. to point 4;
S. 49 04’ E., 330.10 m. to point 5;
S. 52 47’ W., 35.46 m. to point 6;
N. 58 00’ W., 430.68 m. to point 7’
N. 45 10’ W., 43.78 m. to point of
Beginning, containing an area of THIRTY FOUR THOUSAND TWO HUNDRED TWENTY NINE (34,229) SQUARE METERS. All points referred to are marked on the ground by B. L. Cyl. Conc. Mons. 15 x 60 cm. Bearing true. Surveyed on March 20 to April 19, 1984.
This Proclamation is subject to the minimum road right of way requirements of the Department of Public Works and Highways pursuant to E.O. No. 621.
The Secretary of Environment and Natural Resources is hereby authorized to issue a Special Patent covering the area herein reserved for housing purposes in favor of the National Housing Authority.
The National Housing Authority (NHA) shall reimburse the national government the value of the land after the final payment of the areas reserved for housing purposes by the qualified beneficiaries.
A Local Inter-agency Committee (LIAC) is hereby created composed of the Housing and Urban Development Coordinating Council (HUDCC) as Chair, the City Government Unit of Baguio, the Department of Environment and Natural Resources (DENR), Presidential Commission on Urban Poor (PCUP), Department of Education (DepEd), and the representative of the homeowners association as members. The LIAC shall prepare the implementing rules and regulations (IRR) of this proclamation.
