RESERVING CERTAIN PARCELS OF LAND LOCATED IN SICAYAB-BUCANA, DAPITAN CITY FOR RESETTLEMENT SITE PURPOSES UNDER THE ADMINISTRATION OF THE CITY GOVERNMENT OF DAPITAN
Upon recommendation of the Secretary of Environment and Natural Resources and by the virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby reserve for resettlement site purposes under the administration of the City Government of Dapitan, subject to private rights, if any there be, a certain parcel of land of the public domain situated in Sicayab-Bucana, Dapitan City, Province of Zamboanga del Norte, Island of Mindanao, which parcel is more particularly described as follows:

A PARCEL OF LAND, (Plan Mr09-000028) situated in Sicayab-Bucana, Dapitan City, Province of Zamboanga del Norte, Island of Mindanao. Bounded on the E., along lines 3-4-5 by public land; on the S., along lines 5-6-7 by Sicayab River; on the SW., along line 7-8 by Bank Protection of 3.00 meters wide (Sicayab River); on the NW., along lines 8-1 by public land; on the N., along line 1-2-3 by public land. Beginning at a point marked "1" on plan being N. 69° 49’ E., 276.94 m. from MBM No. 1, Pls-460, thence:
N. 2° 22’ E., 33.39 m. to point 2;
N. 8° 29’ E., 107.14 m. to point 3;
S. 0° 30’ E., 20.76 m. to point 4;
S. 8° 16’ W., 108.04 m. to point 5;
S. 6° 43’ W., 80.61 m. to point 6;
N. 6° 19’ W., 116.23 m. to point 7;
N. 2° 26’ W., 38.95 m. to point 8;
N. 4° 29’ E., 98.45 m. to point of;
beginning, containing an area of TWENTY ONE THOUSAND THIRTEEN (21,013) square meters. All points referred to are indicated on the plan and marked on the ground by BL cylindrical, concrete monuments 15x40 cms. Bearings true. Date of survey, February 2, 2003 executed by Engineer Domingo D. Chiong and was approved on February 7, 2—3.
A local Inter-Agency Committee (LIAC), composed of representatives from the City of Government of Dapitan as Chair, HUDCC as Co-Chair, and DENR, PCUP and the federation of people’s organizations as members, is hereby created to immediately prepare the implementing rules and regulations (IRR) of this proclamation.
Such part or parts of the area herein reserved which are being used or earmarked for public or quasi-public purposes shall be excluded from such disposition. Except in favor of the government or any of its branches or agencies, all lands disposed under this Proclamation shall not be subject to alienation and encumbrance for a term of ten years for the issuance of the title in case of sale and execution of contract in case of lease, nor shall they become liable to the satisfaction of any debt contracted prior to the expiration of said period, but the improvements on the land maybe mortgaged to qualified persons, associations or corporations.
