DECLARING CERTAIN PARCELS OF LAND FOR GOVERNMENT INSTITUTIONS AND FACILITIES AND HOUSING SITES OF GOVERNMENT EMPLOYEES AND THE LUCENA CITY URBAN POOR, SITUATED IN BARANGAY IBABANG IYAM, CITY OF LUCENA, PROVINCE OF QUEZON, ISLAND OF LUZON

Upon the recommendation of the Secretary of Environment and Natural Resources and by virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby withdraw from sale and settlement and reserve for government institutions and facilities and housing sites purposes of government employees and the Lucena City Urban Poor, subject to private rights, if any there be, and to future survey and delineation on the ground, an abandoned airfield situated in Barangay Ibabang Iyam, City of Lucena, Province of Quezon, Island of Luzon, which parcels are more particularly described as follows:

A parcel of land situated in Brgy. Ibabang Iyam, City of Lucena, Province of Quezon. Note: Corner 4 is equivalent to corner 22, Lot 1872, Cad-112, Lucena Cadastre.

The area herein reserved is apportioned as follows:

a. Air Transportation Office Employees Housing - 2.5 hectares

b. Government Institutions and Facilities - 4.1 hectares

c. Housing for Government employees and Urban Poor - 11.0 hectares

Total 17.6 hectares

Such part or parts of the area herein reserved which are being used or earmarked for public or quasi-public purposes, shall be excluded from such disposition.

In coordination with the local government, and other agencies, the Air Transportation Office shall undertake the necessary steps to secure their title, prepare the subdivision plan and pursue the housing project for their own exclusive use. The City Government of Lucena shall be responsible for the boundary survey of the portion of the proclaimed area for this purpose.

The Department of Environment and Natural Resources (DENR)-Regional Office IV-CALABARZON, in coordination with the Housing and Urban Development Coordinating Council (HUDCC) shall supervise the boundary and subdivision survey of the proclaimed area. In the conduct of said survey, the aforementioned offices shall ensure that the areas intended for open space, parks, playgrounds, barangay hall, school site, roads and alleys and for other public or quasi-public purposes is provided for the convenience of the resident thereat.ℒαwρhi৷

An Inter-Agency Committee chaired by the HUDCC, DENR as Vice-Chair, Presidential Commission for the Urban Poor (PCUP), City Government of Lucena and the representative of the People's Organization (PO) in the area as members, is hereby created to formulate the implementing rules and regulations of this proclamation in so far as the housing site is concerned.

The City Government of Lucena, in coordination with DENR shall prepare the development plan of the area reserved for government institutions and facilities to be submitted to the Office of the President.

The area reserved for housing site purposes shall be disposed of under Republic Act No. 730 in relation to the provisions of C.A. No. 1412, as amended.
