DECLARING ,MONDAY, MAY 12, 2003, AS SPECIAL (NON-WORKING) DAY IN THE FOURTH DISTRICT OF ISABELA

WHEREAS, the House of Representatives approved and passed Resolution No. 582, dated March 12, 2003 certifying the existence of a vacancy in the House of  Representatives for the Fourth District of Isabela and calling for a special election to fill such vacancy;

WHEREAS, on May 12, 2003, the Commission on Elections will conduct Special Elections for the Members of the House of Representatives for the Fourth District of Isabela pursuant to COMELEC Resolution No. 6110, promulgated on May 9, 2003;

WHEREAS, in order to give opportunity to the electorate concerned to participate in such political exercise, there is a need to declare a special (non-working) day for the conduct of a special elections for the member of the House of Representatives in the Fourth District of Isabela.

NOW, THEREFORE, I, ALBERTO G. ROMULO, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Monday, May 12, 2003, as a special (non-working) day in the Fourth District Isabela.
