DECLARING FRIDAY, FEBRUARY 14, 1997, AS SPECIAL DAY IN THE PROVINCE OF KALINGA

WHEREAS, Friday, February 14, 1997, marks the 2nd Foundation Anniversary of the Province of Kalinga;

WHEREAS, the people of Kalinga should be given full opportunity to celebrate the occasion with fitting ceremonies;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Friday, February 14, 1997, as a special day in the Province of Kalinga.
