[ Proclamation No. 1123, October 29, 1997 ]

DECLARING OCTOBER 29 TO NOVEMBER 4, 1997, AND OF EVERY YEAR THEREAFTER, AS “INDIGENOUS PEOPLES WEEK”

WHEREAS, Republic Act No. 8371 otherwise known as the “Indigenous Peoples Rights Act of 1997” which was signed into law on 29 October 1997, declared it policy of the State to recognize, protect and promote all the rights of Indigenous Cultural Communities/Indigenous Peoples;

WHEREAS, pursuant thereto, the State shall institute and establish the necessary mechanisms to enforce and guarantee the realization of these rights, taking into consideration their customs, traditions, values, beliefs, interest and institutions and to adopt and implement measures to protect their rights to their ancestral domains;

WHEREAS, the Indigenous Cultural Communities/Indigenous Peoples have persistently and painstakingly worked for the recognition of their rights and the enactment of RA 8371 should be marked with an appropriate commemorative period as an important milestone in their struggle for recognition;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare October 29 to November 4, 1997, and of every year thereafter, as “Indigenous Peoples Week”.
