CONVERTING THE BUTUAN CITY SPORTS COMPLEX AND GOVERNMENT CENTER INTO THE CARAGA REGIONAL SPORTS COMPLEX AND GOVERNMENT CENTER
WHEREAS, the passage of Republic Act 7901, creating the CARAGA Administrative Region raised expectations of immediate and effective facilitation of delivery of government services to the public in the region;
WHEREAS, present regional offices of national line agencies in the region are scattered all over the City, renting any available office space within the reach of their financial resources and, as a result thereof, the public has to scour the City for the specific location of a particular government office;
WHEREAS, the establishment of a government center in Butuan City, it being the regional center of Region XIII, will facilitate and provide accessibility of government services to the public;
WHEREAS, the Regional Development Council of the CARAGA Administrative Region has favorably endorsed the conversion of the Butuan City Sports Complex and Government Center into the CARAGA Sports Complex and Government Center by virtue of RDC No. 01, series of 1997;
WHEREAS, the clustering of the regional offices in one government center will not only provide optimum use of government buildings and facilities in the area but will also be cost-effective and efficient;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order the conversion of the Butuan City Sports Complex and Government Center into the CARAGA Regional Sports Complex and Government Center.1aшphi1
