DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN SOME AREAS OF THE NATIONAL CAPITAL REGION, REGION III AND REGION IV ADVERSELY AFFECTED BY RED TIDE

WHEREAS, the Secretary of National Defense and Chairman of the National Disaster Coordinating Council (NDCC) recommends the declaration of a state of calamity in the National Capital Region (NCR), particularly the Las Piñas Coastal Areas, Parañaque, Baclaran, Navotas and Malabon; Region III, particularly Binuwangan, Obando, Pamarawan, Malolos, Sta. Cruz and Hagonoy, all of the province of Bulacan, and Limay, Orion, Bataan; and Region IV, particularly Cavite City and Kawit, Cavite, in view of the effects of the red tide phenomena;

WHEREAS, there is an urgent need for a declaration of a state of calamity in the said areas to enable the local disaster coordinating councils to implement measures that will cushion the effects of the red tide menace;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of public calamity exists in the National Capital Region (NCR), particularly the Las Piñas Coastal Areas, Parañaque, Baclaran, Navotas and Malabon; Region III, particularly Binuwangan, Obando, Pamarawan, Malolos, Sta. Cruz and Hagonoy, all of the province of Bulacan, and Limay, Orion, Bataan; and Region IV, particularly Cavite City and Kawit, Cavite.1aшphi1

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans, directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
