[ Proclamation No. 556, March 31, 1995 ]

DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN THE PROVINCES, OF TARLAC, PAMPANGA, ZAMBALES AND ANGELES CITY ADVERSELY AFFECTED BY THE CONTINUING EFFECTS OF THE ERUPTION OF MT. PINATUBO AND SUBSEQUENT LAHAR FLOWS AND FLOODING

WHEREAS, according to the Secretary of National Defense and Chairman of the National Disaster Coordinating Council (NDCC), the provinces of Tarlac, Pampanga, Zambales and Angeles City, continuously experience disaster situation due to the effects of the eruption of Mt. Pinatubo and subsequent lahar flows and flooding;

WHEREAS, there is an urgent need for the declaration of a state of public calamity in said areas to cushion the impact of lahar flows and enable the local government units to use their respective Calamity Funds relief and other emergency requirements of the affected constituents.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the existence of a state of public calamity in the provinces of Tarlac, Pampanga, Zambales and Angeles City.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans, directives and orders issued in connection with calamities.
